ELI Voluntary Technical Specification
Inadequate information about the energy, economic and environmental benefits of efficient lighting, and a lack of credible sources of such information, can discourage purchases of energy-efficient lighting. In response, ELI developed and promotes voluntary technical specifications that address product efficiency and reliability. The ELI specifications aim at identifying world-class energy efficient lighting products but they are not part of any local or international law or regulation. Lighting manufacturers can show that their products comply with the ELI specifications by bearing the ELI “Green Leaf” logo.

How ELI Voluntary technical specifications are developed?
ELI Quality Certification Institute will determine the need to develop new or revised ELI Voluntary Technical Specification by conducting market assessments through secondary researches, lighting manufacturers, industry associations, technical experts, and evaluation of other energy efficient lighting programs. The Institute will also determine the need of specification development from the perspectives of market aggregators, end-users and geographic areas to be covered by the specifications.

Each Voluntary Technical Specification will be accompanied with rationale explaining the following points:
arrow.png What is the need for the new or revised spec, from the perspectives of: market aggregators, end-users, Energy Efficiency program managers and regulators?
arrow.pngWhat geographic areas have been considered in developing the specifications?
arrow.pngWhat are the test methods and who are their issuing authorities?
arrow.pngWhat testing facilities are qualified to conduct these tests?

Technical Standards Referenced by ELI Specifications
ELI Quality Certification Institute aims to adopt ISO/IEC standards wherever they are applicable. If international standards for particular lighting products are not available, ELI Quality Certification Institute will reference regional standards, and then national standards or industry standards. National standards or industry standards should be well recognized by other countries.

Transparent Development Process
The development process of the ELI Voluntary Technical Specifications is transparent as the ELI Quality Certification Institute will provide an equal opportunity for public, manufacturers, and other lighting industry stakeholders for comments through the ELI website.

Following stakeholder review, the Institute publishes the new ELI specification on the website with the date on which it will become effective. A full list of ELI Technical Specifications is available for your review and download here.
