In
2004, the China Standard Certification Center (CSC) established the ELI Quality
Certfication Institute as a non-profit organization to operate the global certification
and labeling program for energy-efficient lighting. The initial operation of the
Institute is supported by the International Finance Corporation and the Global
Environment Facility.
The ELI Quality Certification Institute will work to build upon the success of
the the original seven-country ELI program, and will develop a global certification
program for efficient lighting products, with a focus on developing countries
and economies in transition.
In 2006 and 2007, ELI will focus on the developing countries of Asia/Asia Pacific
and Latin America. Manufacturers are encouraged to participate in the ongoing
product qualification process. ELI is also interested in hearing from market aggregators
who represent public, commercial and large groups of residential lighting users.
ELI will initiate a global network among governmental agencies, international
organizations, manufacturers, testing laboratories, lighting associations, large
retailers and other agencies, etc. to accelerate the widespread adoption of energy
efficient lighting products and thereby reduce greenhouse gas emissions. ELI also
seeks opportunities to harmonize its specifications and test methods with other
voluntary labeling programs.
