ELECTRIC UTILITY PROGRAMS
- Regulatory Intervention
- Collaborated with the Energy Regulatory Commission
(ERC) towards the amendment of the 1996 Demand Side Management
(DSM) Regulatory Framework in the Philippines so as to encourage
and facilitate DSM activities by utility companies
- Model Utility CFL Programs
- Distributed 1,000 CFLs through the Cagayan
Electric Power and Light Company (CEPALCO) pilot CFL Leasing
Project, dubbed Paylight, in October 2001.
TRANSACTION SUPPORT
- DBP Model ESCO Transaction
- Collaborated with the Department of Energy
(DOE) and the Development Bank of the Philippines (DBP) to
develop and implement the DOE-DBP-ELI/Soluziona Model ESCO
Transaction which can be used as a guide for other ESCOs and
financing institutions to replicate other performance contracts.

- Collaborated with the Metro Manila Federation
of Consumers Cooperative (MMAFECCO) and lighting manufacturer-suppliers
to explore opportunities for the distribution of CFLs through
cooperatives

- Purchased over $200,000 worth of testing
equipment to bolster LATL’s capabilities of testing
legally imported CFLs
- Supervised CFL testing for ELI compliance
of over 500 CFL samples from the seven ELI countries, and
over 240 samples from the local market.
- Collaborated with the Bureau of Product Standards
of the Department of Trade and Industry to amend the Philippine
National Standard for CFLs to incorporate energy efficiency
as a reference specification on the new energy label for CFLs

as a guide and reference material to over 13,000 IIEE members
in the Philippines in order to promote the active use of efficient
lighting in the design and construction of new facilities.

The ELI Philippines Team was featured in the BusinessWorld
Online, Inc.
In a significant show of unity in support of demand-side management
(DSM), 71 power industry stakeholders, including the National Power
Corp. (NPC), recently signed a landmark Memorandum of Agreement
that signified their support to the Efficient Lighting Initiative
(ELI) proposal to amend the 1996 Regulatory Framework for DSM in

The Launch
team was composed of the members of ELI Philippines, celebrity
endorser - Michael V., promo representative and the PRAAC
crew. The group poses in front of the ELI bus, which transported
them to the various destinations around the metro. This specially
marked bus is on of six transit ads that are roaming Metro
Manila over a six-month period.

The ELI celebrity
endorser, Michael V., points out the Green Leaf quality mark
to two of his contemporaries in showbiz, Ogie Alcasid and Janno
Gibbs. Michael explained the energy and cost saving benefits
gained from using ELI-qualified CFLs to his colleagues in a
five-minute spiel on S.O.P., a highly-rated Sunday noontime
musical variety show.

The crew visted the lighting sections
of major malls, hardware stores, and supermarkets within Metro
Manila to generate vendor and consumer awareness about ELI.
In the shots taken, lighting managersof the respective sotres,
Michael V. and ELI's Alex Ablaza display the ELI POS stickers,
which will soo mark the shelves of ELI qualified CFL products.
