Phils - The National Advisory Council for Energy Efficient
Lighting
This document provides the background in the creation of the
National Advisory Council for Energy Efficient Lighting, or
NACEEL. The NACEEL is a high-profile organization made up
of prominent heads of government and luminaries from the utility
sector that have come together to lend their influence to
generate institutional and utility support towards the implementation
of projects that will directly or indirectly support the promotion
of energy efficient lighting technologies in the Philippine
market. |

This document is the ELI Philippines paper that was presented
during the 5th European Conference on Energy-Efficient Lighting
(Right Light 5) held in Nice, France on 29 to 31 May 2002.
The paper, entitled "Regulatory Intervention towards
the Empowerment of Electric Utilities as Agents of Lighting
Market Transformation in the Philippines," discusses
the ELI Philippines' activities in collaborating with regulators
and the utility sector to promote energy efficient lighting
programs through the institutionalization of Demand-Side Management
among the utilities. |

Phils POS Support Campaign Final Report
The Point-of-Sale Support Campaign was conceptualized to
penetrate three different markets where ELI-qualified compact
fluorescent lamps (CFLs) are available: the small- and medium-scale
mom and pops stores, the large scale supermarket stores,
and the upscale hardware stores within malls and department
stores. |

Phils Cepalco CFL Distribution
These two documents constitute the
ELI technical assistance activity to the Cagayan Electric
Power and Light Company (CEPALCO) to develop an energy efficient
lighting program for the residential using ELI-qualified
compact fluorescent lamps. Through this activity, Cepalco
was able to implement a 1,000 CFL pilot program called "Paylight"
that allowed its customers to purchase ELI-qualified CFLs
at a discounted price through an installment plan. Using
a shared savings scheme, the consumer benefits from the
energy savings gained from selling CFLs, and the utility
would be able to recover the cost of the lamp as well as
the administrative and financing costs, including a return
on its investment. Based on the statistics and lessons learned
from Paylight, the utility now has the basis to develop
its scaled-up CFL project for its 80,000-plus residential
customers, dubbed "Megalight."

After five months of start-up operations,
the ELI Philippines country program was launched in an event of
modest spectacle and fanfare. Because the purely coincidental
date of 12 October marks the Columbus discovery and of the National
Day of Spain (the feast of La Virgen del Pilar), it was much easier
to design the event around the theme, "The winds of global
change are now blowing towards Asia and through Philippine shoresExperience
the coming..."
Hosted by theater and cinema actress,
Lara Fabregas (who would later unknowingly earn the title "Miss
ELI"), the event marked several milestones: the signing of
the tripartite Memorandum of Agreement with the Department of
Energy and the Department of Trade and Industry for the collaborative
undertaking of the ELI Lamp Testing and Qualification Project;
the creation of the high profile National Advisory Council for
Energy Efficient Lighting (NACEEL) with the acceptance of nominations
of the Meralco and Cepalco CEOs, the Secretary of Energy and the
Secretary of Trade & Industry; the launch of the ELI Quality
Mark; the commitment forging of leading lighting manufacturers
to support the ELI qualification program; the launch of the ELI
Public Relations, Advocacy and Advertising Campaign (PRAAC) with
the initial airing of the TV commercial and the guest appearance
of local ELI celebrity endorser, leading Filipino comedian, Michael
V.; as well as the show of support of IFC, Union Fenosa, Iberpacific
and a host of other stakeholders of the country program. Indeed,
it was the event that clearly staked the ELI flag on Philippine
soil...
