ELI is a market transformation
program designed to expand markets for energy-efficient lighting.
ELI seeks to have a long-term impact on its target markets
by increasing demand, sales volume, and product availability so
as to produce downward pressure on prices.
ELI will achieve these goals by: providing
consumers with reliable information with which they can make educated
purchasing decisions, and which will allow high-quality lighting
products to compete fairly; strengthening
the manufacturing, service, distribution and retail capacity of
the local efficient lighting market; and supporting commercial financial
mechanisms that will allow more consumers to purchase energy efficient
lighting products.
ELI recognizes that competitive
markets are critical to achieving its objectives, and will promote
fair and open competition between market participants whenever possible.
ELI will minimize its use of product subsidies, which will only
be used in the short term in order to support other ELI program
strategies.
All manufacturers whose products meet ELI's quality specifications
will be eligible to participate in ELI; ELI will not favor any manufacturer
or group of manufacturers over another. ELI will provide easy access
to its informational resources, including lighting technical specifications,
through the use of the ELI web site.
ELI Operating Principles
- IFC retains final
responsibility for and authority over ELI.
- ELI will rely
on local contractors as much as possible.
- ELI will seek
to build local capacity in all areas of program
activity in each ELI country.
- ELI will encourage
communications among participant countries, as a way of
sharing experience and information.
- ELI will seek
to involve various stakeholder groups in the design
and implementation of its activities.
- ELI funds will
never be used to curry political favor or for purposes
of bribery.
