ELI started in Latvia in March 2000. The Latvian consulting firm, Ekodoma, has been responsible for the local implementation and operation of the program. The ELI budget for Latvia was $650,000.

ELI program elements were designed to accelerate the growth of markets for all efficient lighting technologies. The ELI program in Latvia included:

1. Organizing CFL campaigns within the residential sector

2. Facilitating the development of efficient lighting standards and norms.
