The IFC/GEF Efficient Lighting Initiative (ELI)
2003 FAQ update

How has ELI tested manufacturer compliance with the technical specifications, and what has been the outcome of the tests?

ELI has tested randomly-selected samples of 49 ELI-qualified CFL models from 7 countries for compliance with the ELI specifications. The Lighting and Appliances Testing Laboratory in the Philippines performed the tests, using new equipment provided by ELI in exchange for testing services. Results show that the specification is achievable with reasonably priced products. However, some models did not perform well, and so ELI is encouraging manufacturers to voluntarily replace these with better performers. Several instances of counterfeit/fraudulent use of the ELI logo were aggressively pursued and successfully resolved by ELI country teams.
